Sole contractor sought for new framework to focus on local civil engineering projects, including flood defence work

Public sector procurement body Scape has launched its new £1.5bn framework focused on rail, roads, flood defence work and other infrastructure projects.

As revealed by Building in March, Scape is moving into infrastructure and civil engineering work for the first time with the new framework, which is expected to be worth £1-1.5bn over four years.

Scape will be procuring a single contractor for the new framework.

Over 350 public sector clients procure work through Scape, which is local-authority owned, but until now it has mainly focused on the building sector, with work including schools, care homes, leisure centres and residential schemes.

Mark Robinson, Scape chief executive at Scape, said the framework will include wide range of civil engineering and infrastructure projects, including: architectural, construction, engineering and inspection services; urban planning and landscape architectural services; laboratory services; consulting services for water supply; monitoring and control services among others.

Robinson said: “Our clients asked that we considered the procurement of a national civil engineering and infrastructure framework, bringing the expertise from years of procuring construction to the market.

“This is in response to more and more government investment in national and local infrastructure projects.

“The framework will be able to deliver on large-scale, high profile projects such as associated infrastructure around HS2, however it will meet the immediate need of the large number of public sector bodies to carry out projects such as flood defence work, footbridges, public realm and local road network improvements that they need.

“This new framework will obviate the need for expensive individual OJEU tenders and will bring the benefits of a client collective

“The framework will operate nationwide but as with all Scape services, will be delivered locally contributing to the local economy.

“We envisage that a single provider will be awarded the framework at the conclusion of the procurement process but we expect to see consortia formed to bid for the deal.”

Scape has now published a Prior Information Notice (PIN) in the OJEU on the framework and will host a bidders’ day on 16 May.
