Pete Jeffery, Anglia's human resources director, said an association with 3000 employees and a staff turnover of 20% could spend £240,000 replacing lost staff. The cost would be higher if senior staff left, he said.
Under the study, 250 human resources directors will be interviewed to ask why they believe employees leave. Researchers will ask people who have recently left the sector or moved within it why they changed jobs; staff in associations with good employment practices will be canvassed about what would make them stay or go.
The research will be done by one of the large market research companies, such as MORI or ORC International, and the report will be launched in autumn.
The information will feed into a best practice study to be done by the Chartered Institute of Housing and published at the end of the year.
