This is fundamentally a good idea. We already use a traffic light system for performance and customer satisfaction and I know similar systems are in use elsewhere. The key need is for consistency, which is evidently not manifest in the published performance assessment summaries.
Most people understand very well the message conveyed by traffic lights (unless they are colour blind) whereas star ratings are far less clear. Who knows the difference between a four and five-star hotel, for example?
I think the Audit Commission should adopt this for councils.
