Kensington & Chelsea council did not place Ali Hassan in unsuitable accommodation in 1992 (14 May, page 24). A neighbouring council housed him and as soon as we became fully aware of Hassan’s circumstances, he was assessed by social services and placed on the common housing register. The council has never taken the view that the accommodation was suitable.

Hassan has never been a lower priority because his flat has some adaptations. The council did not advise him to apply to other housing providers: he was referred to John Grooms in December 2003.
