After the flood: A national emergency should be called to help deprived areas recover from last week's flooding, according to Dorothy-Grace Elder, independent MSP for Glasgow. Glasgow council said 1500 families were affected when the flooding was at its worst.

Elder said low income families had lost the most in the floods as they could not afford insurance, and called on the Scottish Executive to intervene.
