Please bear in mind, I am not employed by the RICS, so your aggrieved comments regarding the RICS should be addressed to them.
Each candidate, whether they are going via the Chartered quantity surveyor or Chartered Construction Surveyor route, needs to achieve 24 competencies that span the QSing world. In fact there is only one core competency difference between the two routes: cost planning for PQSs or commercial management for contractors QSs (I don't make the rules).
All I have done is strung along examples from some of these competencies by way of illustration.
For APC purposes, a lot of what PQSs do may also apply to contractors. My article can therefore apply equally to contractors as they will be working with PQSs on these duties or in turn with their subcontractors/suppliers.
They must have an equal understanding of these issues.
If the RICS made allowances for the fact that contractor QS candidates ought to be excused from aspects of the competencies then it would make way for inconsistency in assessment and undermine not only the APC, but the chartered status and the RICS itself.
