Colin Bartlett has been promoted to business development manager for the UK and Europe at MDA. He was previously international business development manager at the property and construction consultant and has been with the firm for three years.
Keith Hosen is the new operations manager for Midas Construction's retail team. He heads up the new division and will co-ordinate the work of 60 key account managers and retail specialists across Midas's six regional offices.
Balfour Beatty has appointed its first chief operating officer. Ian Tyler has been promoted from finance director to the post. Anthony Rabin, who is currently in charge of PFI at Balfour, succeeds him as FD. Alistair Wivell has also been appointed to the board as group managing director for building, building management and services, replacing Paul Lester who left in June.
Laing Homes has appointed its first female managing director. Sarah Bailey heads up the north Home Counties division of the housebuilder. Bailey has been with Laing for three years and was previously deputy MD of the division.
John Scott has joined Morgan Sindall as health and safety manager. Scott comes to the fit-out division of the contractor from Laing Construction, where he was senior safety manager.
Ballast has made three appointments. Paul Weaver is the new managing director of the south-east region. He has been with Ballast for 20 years, and was most recently regional director of its now defunct Canterbury office. John Horton has been promoted to national supply chain manager, after eight years with the company, and Brian Read is the new area manager of the east of Scotland. Read joins from Tilbury Douglas.
Parting company
Restructuring at Amey has led to the departure of Robert Osbourne, head of business development, sooner than expected. He was due to leave last month, but went in July. Chief executive Brian Staples is now under fire from the City after Amey's poor performance and could be next in line for the chop.
UCATT stalwart George Brumwell is to retire in October 2004 as general secretary. The race for his successor is on, between Scottish secretary Alan Ritchie, Trevor Vernon and John Cunningham from the Midlands, and former executive council member John Flavin. The victor will work alongside Brumwell for a year before his retirement.
