In its review the BCG, part of the Environmental Systems Trade Association, criticised consultants' lack of involvement in the design of the systems and stated how few consultants design and specify bems as fully as they did ten years ago, with many only using scant performance specifications, leaving the detailed requirements of end-users open to interpretation.
The BCG also attacked contractual arrangements and procedures, claiming current practices do not even meet the existing level of technology, let alone its envisaged development into integrated systems.
BCG says the process should ensure end-user satisfaction, and believes this can best be achieved through proper and full tender design; installation under a direct control and bems contract or sub-contract; final commissioning during the defects liability period under actual seasonal operating conditions.
