It has the support of the government, the Department of Work and Pensions and the DTLR.
Under the plans, tenants would lose their right to the benefit for up to a year if convicted twice of antisocial behaviour in three years.
Both departments said Field's bill, which is at the committee stage, was currently being made more workable.
But National Housing Federation policy officer Helen Williams warned: "It is not clear whether these proposals would be workable in practice and whether they would have the desired impact on antisocial behaviour."
It would also have a "huge impact" on rent arrears and evictions, she added.
Shelter warned that the new measure would not tackle the root causes of nuisance behaviour and would only increase homelessness.
