BRIGHTENED ROCK: The refurbishment of one of Europe's largest housing complexes is reaching completion at Harbour Views, Gibraltar. The £17m contract to repair 22 eight- and 10-storey blocks began in 1997, seven years after their construction. Consultant James R Knowles and contractor Pitchmastic have tackled structural problems arising from the blocks' exposed location on reclaimed land.
