A "huge, American-style motor home" is hardly "low-key publicity to avoid attracting opposition from local residents". It might have no labels on it and be sited in car parks that will not be busy with local people but, if I lived in Gwent and some vast motor home turned up in my town, I'd suspect something out of the ordinary. And if locals are not allowed to know where the motor home is parked, how will drug users know?
Second, the need for a police emergency response team suggests a risk of serious trouble. In fact, isn't this kind of thing exactly what local people probably fear most about this kind of service?
