Loyalty schemes for tenants have gained a champion in the form of business guru Allan Leighton.
The government favourite, currently charged with turning round the loss-making Royal Mail, says all landlords should adopt the idea.

Leighton spread the word among ministers after seeing a presentation by Irwell Valley Housing Association chief executive Tom Manion at a Northern Housing Consortium conference in October.

An independent evaluation of the association's gold service scheme found it saved £2 for every £1 spent.

Leighton said he would raise the issue with prime minister Tony Blair at their next meeting. He thinks the government should use subsidies to encourage landlords to reward good tenants.

"I am amazed the government has not taken it up and driven it forward," he said. He admitted some people in the sector were suspicious, and regarded Manion's ideas as "mad". But he said the method brings cash results in improved rent collection and lower repairs costs.
