Area-based housing programmes and new building are reinforcing the racial segregation of communities, according to the chair of the community cohesion review team.
Ted Cantle said government funding streams should be revised into thematic programmes with flexible geographical boundaries.

Cantle, whose report on recent race riots made 67 recommendations for change, was speaking at the Northern Housing Consortium active communities conference on Monday. He said single areas could be running up to 50 different programmes at once with different boundaries, outcomes, time frames and criteria.

He said that since his report, the government had stopped ministers creating initiatives and was phasing out many existing ones.

The government is to launch a national debate next year ahead of districts being required to draw up community cohesion strategies.
