As Scanna correctly state on their 'Check Mail' CD-ROM, your organisation's risk with regard to mail hazards may be high or low but your risk is certainly not zero. This type of attack is increasing in frequency and the low cost/low risk factors (in favour of the perpetrators) suggest this trend will continue.
The best defence to this threat is education. This can be combined with technology and hardware, such as X-ray machines, but still the vital ingredient is education. A recent incident, as described on the CD-ROM, fully supports such a principle, this being an incident during which a device exploded at a facility, having been previously X-rayed twice and even stamped "Security Cleared"! Technology failed to prevent this attack but improved education may have been able to, hence the value of and reason for this training and information CD-ROM.
The content of the disc includes accounts upon: The Threat, Mail Terrorism, Safety Procedures, Detection Devices and X-ray Interpretation. Two sections of the disc are particularly worthy of mention, for being very comprehensive. These sections are the threat assessment data ( the likely sources from which an attack could originate) and the very complete descriptions and index of past incidents.
The advice given on the disc would provide adequate information to enable a Security Manager to plan his strategy, and it would also form a useful interactive training package for mail room staff.
As a training and information tool, available at a very reasonable cost, this CD-ROM is extremely commendable.
