Housing associations could choose a fixed day for rent increases under government proposals currently out for consultation.
The plans aim to end the annuality problem plaguing the sector. The rules on the timing of rent increases for assured periodic tenancies in England and Wales, the "anniversary rule", could be replaced with a provision that rent increases may not take place less than 52 weeks after the start of the first tenancy or date of the last increase. A 53-week period would apply intermittently.

National Housing Federation policy officer John Bryant said: "These proposals offer a much more sensible basis on the timing of rent increases as from 2003." The consultation ends on 13 September.
