Education Secretary Ruth Kelly launched the construction Sector Skills Agreement last month, giving CITB-Construction Skills more power in determining how vocational colleges would deliver training.

“The goal is to ensure that colleges are more clearly aligned with industry,” said Frazer Clement, CITB’s business services director, though he was quick to add that the CITB would use consultation and not coercion. As part of the agreement, the CITB will address the lack of work placements that is preventing many young people from gaining qualifications.
