At a conference on Tuesday, organised by think tank the Institute of Public Policy Research, home secretary David Blunkett said: “I am laying an order to bring in requirements for testing the English of people applying for citizenship and in the autumn we will bring in English language courses that use teaching materials based on citizenship.”
A spokeswoman for the Refugee Council welcomed the moves but said: “We would want [language classes] to be available to refugees as well as people applying for citizenship.”
Blunkett also announced that he will try again to make it a crime to incite religious hatred. An attempt to do this two years ago was blocked by the House of Lords.
