There is an old joke about engineers being good with numbers but remaining illiterate.

The industry's befuddlement with regulations is similarly ridiculous. Rather than needing a summit to reform the Building Regulations, the industry is showing itself to be a joke by not being able to meet government deadlines previously set to introduce changes to regulations. That totally negates point one of your manifesto: "Introduce new regulations on fixed, known dates".
