Up to 3000 homes are waiting to be transferred to black and minority-ethnic housing providers from larger landlords despite this having been Housing Corporation policy for 18 years.
The corporation indicated that transfer was a key step in the growth of the BME sector when it published its first BME strategy in 1986.

But a report by the Chartered Institute of Housing on the future of BME housing providers, published on Tuesday, revealed that this has not yet happened. The report was commissioned by the corporation and trailed exclusively in Housing Today last week (HT 28 May, page 19).

A corporation spokesman said: "We need to investigate why there are such high numbers of stock intended for transfer to BMEs that has not yet happened.

"We will be doing this as part of the review of our BME policy that is under way."
