The four consortia bidding for the contract are: Amec Turner (Amec & Turner FM); Debut (Bovis Lend Lease & Unicorn Consultancy Services); Diamond (Carillion Services and MITIE Property Services) and Serco-Morrison (Serco & Morrison Government Services).
There are five regional prime contracts to be introduced in phases by 2004.
Under the prime system, one contractor assumes responsibility for the entire project. Each contract is worth over £400m. Another 22 prime contracts are also in place or due to be awarded and are worth up to £600m.
The MoD's single living accommodation contract (SLAM) is also being tendered. It will be worth £500m over five years. Debut, Citex, Amec, Carillion, Laing, Mowlem and Tilbury Douglas have been shortlisted for the deal.
