Edinburgh council is seeking recognition as a property "hot spot" to allow it to opt out of the right-to-buy scheme.
The authority is hoping to be the first to take advantage of legislation that came into force in September, under which the Scottish Executive can grant "pressurised area status" and an exemption from having to sell properties at large discounts.
Property prices have soared in the Scottish capital in recent years, and the council has claimed that almost 40% of its housing has been lost through the right-to-buy.
Highland council is reported to be considering making a similar application.
