Accelerating change will provide workable targets in the drive for a more collaborative, efficient industry. Egan says: "I am keen to ensure that we speed up and broaden progress, improve performance and working practices and deliver real benefits.
"It is crucially important that all involved with the industry demonstrate commitment to a culture of continuous improvement. And we can only do this with wider and positive engagement."
The document is open for consultation until 31 May. After this date a final paper will be prepared, giving the Strategic Forum for Construction's ideals and proposals to provide the best possible construction 'product'.
Accelerating change identifies three main drivers to secure a 'culture of continuous improvement': the need for client leadership; the need for integrated teams; and the need to address people issues, especially health and safety.
Each driver has been broken down into actionable parts with realistic measurable targets. For instance, within the 'Integrated teams' category, recommendations include: "Payment practices should be reformed to facilitate and enhance collaborative working," and "project insurance products should be made available to underwrite the whole team."
John Nelson, executive secretary of the CLG sees the contents of Accelerating change as of paramount importance to changing the industry for the better. "Looking ahead, what must happen," says Nelson, "is that the final report should come up with a manageable amount of recommendations, say around ten, and then really go for them. It is all about deliverables and targets for the team to work to.
"This consultation paper means that the final report will not hit anyone cold. They have all had a chance to buy into it and influence its contents. The sooner we are a whole team, working together to realise each project, the better."
