Michael Lennon, GHA's chief executive, said: "We have achieved most of the objectives we set ourselves. However, some we have not. We are committed to improving our performance and we openly recognise our shortcomings."
GHA has also narrowly failed to meet its own targets for dealing with void properties.
In its statement of intent for 2004/5, the association vowed to concentrate on preparing 17 of Glasgow's local housing organisations – which are similar to neighbourhood management bodies – to take control of a share of the city's 80,000 homes.
GHA aims to complete its first transfer to one of these within a year.
The association also revealed that it is likely to demolish up to 19,000 properties and build 6000 homes within its first 10 years of operation.
