The Commission for a Sustainable London 2012’s annual review, Swimming Upstream – sustainable in challenging times?, said the opportunity to showcase an integrated approach to energy and waste management and to deliver zero carbon heat and ultra-low-carbon electricity was “too great to be missed”.
