Report makes 27 recommendations in making sure project hurdles any development barriers
A key figurehead and a vision statement are required to drive the Thames Gateway regeneration programme, according to a report this week by Hornagold & Hills.
Deputy prime minister John Prescott and Lord Coe were the two men singled out as having the qualities needed to ensure the success of Britain's largest development, in the report which quizzed figures currently involved in the project. Prescott was identified for his vision in driving the project to its current stage, while Coe was credited with tipping the 2012 Olympics vote towards London.
The survey also claimed that the existing leadership was problematic, with only 13% of respondents describing it as "effective" or "broadly OK". Over 50% agreed that leadership, finance and infrastructure caused the biggest concern.
One respondent said: "The leadership is effective in promoting the concept and reason for Thames Gateway, but not effective in promoting delivery."
Hornagold & Hills conducted the 12-month study and held interviews with senior individuals in government departments and other public and private sectors.

Senior partner Stan Hornagold said there needed to be a robust series of organisations with responsibility for dealing with the different project issues.
"The leader ought to have formal powers to coordinate all activities and influence distribution of funding across the Thames Gateway," he said.
The report makes 27 recommendations on overcoming the barriers facing the development.
It suggests that the government should create a vision statement and appoint a sole leader for the Thames Gateway, for a minimum of five years, whose strategy will be to ensure clear direction and momentum for the project.
