The move comes after the release of the latest in a series of reports commissioned by the Government Office for the East Midlands.
The study highlighted what the association called "the difficulties that the community-elected directors of BCA were experiencing in achieving urgently needed change in Braunstone". The report also recommended that more strategic help was needed.
Leicester Housing Association is the accountable body for the association. Chief executive David Seviour said none of the Government Office reports questioned the way public money had been spent on the project.
But he said issues relating to delivery and communication needed to be resolved during the next three months.
Leicester Housing Association business development director Brian Griffiths will act as BCA's chief executive. Seviour said: "The people of Braunstone have endured some of the most pressing problems for a long time and they deserve better. The opportunity must not be lost."
