The Hertfordshire Housing Forum was launched last week at a meeting with housing minister Lord Rooker.
Housing associations, councils and private developers from across the county issued a statement of intent to address Hertfordshire's housing needs.
Kerry Pollard, MP for St Albans, said Hertfordshire had some of the highest housing need in the country: "More than 400 homes would need to be built in St Albans every year just to keep up with current demand," he said.
The Hertfordshire Housing Forum plans to meet again in six months' time.
