The Homelessness Act code of guidance on allocation of homes has been amended to include choice-based lettings schemes.
Authorities will be able to advertise accommodation, allowing tenants to apply for particular properties. Applicants from outside an area will be added to council lists if they can demonstrate strong links with the area.
Councils will also now be able to take past behaviour into account when assessing a tenant's priority for rehousing.
