Why is the idea that a percentage of social housing lettings should be reserved for employed people considered “social engineering” (26 November, page 16), while creating ghettos full of homeless people in receipt of state benefits is not?

I do not agree that 15% of lettings for people in employment is anywhere near enough for a sustainable community to thrive. For it to work, the figures should almost be reversed.
