The Health and Safety Executive has emphasised the importance of courses for operators of mobile elevated work platforms.

A new HSE information sheet on MEWPs states that all operators must pass a recognised course to obtain a Powered Access licence from the International Powered Access Federation (IPAF).

The illustrated construction information sheet provides guidance on hazards, safe methods of work and competency.

It applies to most types of MEWP, including:

  • Vertical scissor lifts;
  • Self-propelled booms;
  • Vehicle-mounted booms;
  • Trailer-mounted booms.

Operators using material-handling attachments should receive additional training in accordance with standard recommendations made by manufacturers.

Importantly, before being authorised to operate a particular type of MEWP, the operator must be taken over its handling by a competent person.

This covers a number of categories including specific control functions, safety instructions, operating limitations and emergency lowering procedures.
