SLH believes the venture to be the first of its kind in the UK. It has been under development for two years.
The initial plan was merely to launch a broadband service linking residents with landlords, advice centres, shops and local services.
That became The Key, launched last month.
A series of state-of-the-art learning centres opened this week to offer tenants basic internet training.
But the problem was finding a service provider that could ensure broadband was available at the right price and with the right digital content.
SLH assistant director of new initiatives Robbie Davison said: “The big telecommunications companies were not interested in dealing with areas such as ours. We have searched long and hard for other providers but have been unable to source the correct solution. We are going to plug the gap by setting up our own company.”
