Forget corporate manslaughter laws. The CIOB has come up with a radical suggestion to focus everybody's mind on site safety.
In its response to the HSE's Revitalising Health and Safety proposal, the CIOB has suggested that a project should not be able to get insurance cover unless someone, most likely the senior site manager, has been named as the person responsible for health and safety on that contract. And in order to take on this responsibility the person must obtain a licence.
The court would reserve the right to deny the license if it felt the nominated person wasn't up to the job. And the 'licensee' would have to display their name and contact number on a plaque outside the project.
Do site managers want this responsibility? And will they get the resources to take it on?
