There have been extensive changes to the board structure in the last months including the appointment of National Housing Federation south west region head Paul Smith as temporary director.
The organisation was set up with funding from the federation, the Chartered Institute of Housing and the Local Government Association, and is backed by the Department of Education and Employment.
It is the national training organisation for the private and public rented housing sectors.
A source said the board had been reconstituted and that an indepth analysis of the business would take place. The previous director and the board had stopped working together, the source said.
Brian Hayes of the British Property Foundation, Alan Davidson head of housing at Fife district council and David Smith chief executive of Eastleigh housing association have been replaced with temporary board members from the main bodies backing the organisation.
The new board members include federation chief executive Jim Coulter and director of corporate services Dianne Desmulie, as well as Local Government Association head of social affairs John Ransford and Chartered Institute of Housing director of education Martin Winn.
Paul Smith said: "There have been some weaknesses in the management of the organisation and there has been no director all year. It’s important that the organisation gets back on track."
"I can confirm that Frances left in December last year and that has been the problem, that there has been no day-to-day leadership since then."
Smith denied that there had been any financial impropriety. He said he was in the process or drawing up a five-year business plan along with the temporary board members.
