Middlesbrough Council has commissioned architect HTA and consultant DTZ Pieda to produce a masterplan for remodelling the town centre's 10,000 terraced homes.
The aim is to tackle the town's acute low demand.
More than 1000 houses could be knocked down. Janine Turner, the council's service manager for community housing services, said: "We've got 10,000 pre-1919 terraces, but demolishing thousands couldn't be afforded."
The council's cabinet signed off the £300,000 contract –called the Older Area Housing Study – last Thursday. It will include an analysis of housing need, an options appraisal, a masterplan and a full economic analysis.
The plan is to be completed by June 2005, and is being drawn up alongside the plans of market renewal body Tees Valley Living.
