Pettifer Construction and pcm have a new finance director. Delwin Groves has been promoted to work across the two subsidiaries of the Pettifer Group.

Doug Weston is Taylor Woodrow's construction arm's new business development director. He joins from the Millennium Commission, where he was responsible for the capital projects construction programme.

Multiplex Construction UK has made two appointments. Trevor Stephens joins as development director, with responsibility for property development projects in the UK and mainland Europe. George Assimakopoulos has been appointed project director for a £100m Multiplex project in London.

Laing Homes South East Thames has appointed Alan Quigley to the position of building manager. He joins the housebuilder from McCulloch, where he was a construction manager.

CALA Homes Scotland has been split into two divisions. David Gill has been appointed managing director of CALA Homes West and Gerry More MD of CALA Homes East. Alan Downie, managing director of the CALA Group is also chairman of both subsidiaries.

Mark Whitby is the new president of the Institute of Civil Engineers. He takes over from the retiring Joe Dwyer. Whitby is a director of engineering practice Whitby Bird & Partners.

BAA has promoted Tony Douglas to group technical director. Douglas replaces Mike Roberts who is retiring from BAA. Douglas was previously group supply chain director, and was heavily involved in reforming the client's procurement strategy.

Charlie Coward is the new managing director of CJ Pearce. He replaces John Garvey, who moves to the role of executive chairman. Coward joins the Telford-based civil engineering firm from Christiani & Neilsen, where he was operations director.

Bob Hearnden has been promoted to partner at Jackson Rowe. He has been with the consultant since 1993 and will work out of its London office.

Supplier of heating, ventilation and air conditioning equipment, Lennox, has appointed a new service manager. Jeffrey Hulse will have responsibility for developing its service department.

Turner & Townsend Group has appointed John Cowlan as regional manager of health, safety and environment. He will be based at T & T's head office in Leeds, with responsibility for the central region.

Haley Somerset Consulting has made two appointments. John Woodward is the new mechanical and electrical engineering manager at its Nottingham office. Simon Ryle has been appointed associate director. He has been with Haley Somerset since March.

The Design and Build Foundation has appointed Don Ward its new chief executive. Ward, who was head of the Construction Industry Board until its collapse in June, takes over from the retiring Barry Holmes.
