The second tier will allow smaller companies to install monitored systems and does not include ISO 9000 requirements. The commercial criteria for inspection will be significantly relaxed to make it more appropriate for lower levels of security risk ... and it could act as a NACOSS nursery for eventual NACOSS recognition.
Paperwork will be less than that required for current NACOSS recognition and there will be relaxations in the level of trading, financial requirements and experience of senior personnel. It will cost less than the current NACOSS scheme, will be marketed alongside NACOSS with its own identity and will not use the NACOSS name or logo.
NACOSS believes a significant number of installers will want to join the second tier and eventually join the NACOSS QA regime.
Some current NACOSS companies whose business is mainly in the lower risk market may join the second tier. NACOSS says the changes are due to a re-appraisal of technical requirements with the BS4737-for-everyone approach being replaced with a graded approach suggested by European insurers and based on risk and environmental considerations.
Hundreds of NACOSS companies took part in a consultation exercise. A consultation paper was sent out to all recognised firms and there have been a series of roadshows across the country where installers could give their views. Current NACOSS recognition is unchanged.
