Along with the right to manage, the legislation will intoduce the new commonhold tenure. Its provisions ensure that leaseholders are better protected against “unreasonable” administration or improvement charges.
Landlords will be required to give written notice of ground rents before taking action or imposing penalties for late payment.
They will no longer be able to require leaseholders to use a particular firm when insuring their home.
Leaseholders will be able to withhold service charges where certain information is not provided and the Leasehold Valuation Tribunal system will be overhauled to make it a “more effective and efficient service”.
The jurisdiction of the tribunals will also be extended into a network of low cost dedicated investigations, called the Residential Property Tribunal Service.
