Canary Wharf Contractors has produced a report to advise developer Parkview of cheaper ways to complete the Battersea power station project in south London.

Parkview called in the Canary Wharf last October to assess the buildability and cost-effectiveness of its designs. Canary Wharf completed its detailed review in May and suggested improvements.

A source close to the scheme said Canary Wharf might now join the project if Parkview parted company with Bovis Lend Lease, its present development partner.

He said: “Canary Wharf has completed an evaluation and Parkview now knows what it can offer, so it is waiting in the wings and could take the project forward if needed.”

Bovis was brought in on a cost-plus deal to look at cost and building management, with a view to later negotiating a lump sum deal for the main contracting works. The company was displeased by Canary Wharf’s involvement.

However, a spokesman for Parkview insisted that Canary Wharf’s involvement was over. “Bovis are our cost managers. They worked alongside Canary Wharf when they were here but they are now gone. They were just brought in to do that one project.”

Canary Wharf Contractors declined to comment.

The power station could be set for yet more delays. The concerns arose when Parkview’s director, Victor Hwang, applied to build homes and offices adjacent to the power station before it was fully completed.

Under the original planning application the listed building would have to be reinstated before any offices and homes could be developed. But Parkview is in talks with Wandsworth council to clarify exactly what completion means.

It wants to establish if the development of the homes and offices can go ahead once the power station’s shell and core is complete.
