Carillion Housing and Wates Construction have joined housing association Whitefriars Housing Group for a £240m improvement programme in Coventry.
About 20,000 homes will be refurbished over six years.
Carillion has entered into a £112m partnership with housing association Pennine Housing 2000 and developer Keepmoat to upgrade 12,700 homes transferred from Calderdale council in Yorkshire.
