The firm is works adviser to the client’s project sponsor team on the £350m redevelopment of Devonport Royal Dockyard, near Plymouth.
This is the first scheme to follow a prime contracting route. The contract was awarded in 1997 as a hybrid contract that included the construction work and engineering services on the scheme.
Allott & Lomax helped the project sponsor team to monitor the scheme without interfering in the role of the prime contractor.
The prime contractor for the scheme is a consortium called Devonport Royal Dockyard.
Smith said: “The client’s project sponsor team is eyes on, hands off.” But he added that the client, the works adviser and the prime contractor had to undergo cultural change and develop closer relationships to ensure that the system worked.
