A £700m high-rise office, residential and retail scheme for Paddington Basin has superseded the abortive schemes for Paddington Health Campus and Richard Rogers Partnership's Grand Union Tower.

The 170,000 m2 Merchant Square scheme, submitted for detailed planning approval last week, was designed by American high-rise specialists Perkins & Will and Mossessian & Partners for the consortium Paddington Development Corporation. The scheme fills the north-east corner of Paddington Basin and conforms to the 43-storey height for which Rogers gained outline planning permission in 2003. However, the two buildings originally proposed have now been split into six, which should offer more flexibility to phasing and letting.
