Outline planning permission has been granted for the next phase of Buckshaw Village, including up to 2000 homes, as well as shopping and leisure facilities.
Further plans for the site include a shopping centre, a commercial centre and a railway station.
One-third of the 160 ha brownfield site will be left as a nature reserve.
The environmental division of BAE Systems, the previous owner of the site, carried out the remediation of the land and the demolition of buildings.
The scheme is being built on the former Royal Ordnance facility, close to the M6 and M61.
The developers have made improvements to some of the surrounding roads.
The full scheme is expected to be completed within 15 years.
