Essex and Southend councils announce three-strong shortlist for PFI-funded waste treatment project

Essex and Southend councils have announced a shortlist of three for its £2bn PFI-funded waste treatment contract.

The shortlisted bidders are:

  • Resources from Waste – United Utilities, John Laing Investments and Laing O’Rourke.
  • SkanskaCory – Cory Environmental and Skanska.
  • Urbaser – Urbaser and Balfour Beatty Capital.

Jointly procuring the waste treatment service, Essex and Southend councils have been allocated £100 million in PFI credits to help fund the project. The 25-year contract includes the development of a facility to treat 377,000 tonnes of municipal waste per year.

An announcement on the preferred bidder will be made in October 2011, with the new waste treatment facility expected to open in September 2014.
