The money has come from the Housing Corporation's "New Tools" fund, which, as a pilot programme, needed authorisation from housing minister Lord Rooker. New Tools was set up in April 2000 to fund projects in areas of private ownership suffering from low demand.
The Halifax scheme is being undertaken by Home and Nashayman housing associations, Calderdale council and local people.
It will involve the demolition of 155 homes over five years.
Steve Pearson, regional director for Yorkshire at Home Housing Association said the project was like a miniature market renewal pathfinder. "The idea is to create a long-term, sustainable mixed market, out of a part of Halifax on the edge of serious market failure," he said.
