Eight northern housing bodies are to participate in a radical pilot project aimed at improving housing service delivery across the country without regard to government targets.
The bodies, as yet unnamed, will each send senior managers to assess the service provided by a “recently inspected, Northern arm’s-length management organisation”.

The pilot, run by the Northern Housing Consortium, will begin in January and will see the bodies work with management consultancy Vanguard Consulting to produce strategies to drastically improve the repairs and maintenance service provided by the ALMO.

Vanguard eschews the accepted practice that centrally determined targets are the best approach to improving performance. It advocates assessing the system in place as a more effective method.
