ODA releases 34-page document on contract requirements for 2012 work

The Olympic Delivery Authority announced its procurement policy today. The policy is aimed at procuring goods and services in a cost effective and sustainable way.

The key aspects of the policy are:

  • The ODA confirmed it would use the NEC3 document as a general rule
  • Additional clauses will be used to accommodate environmental, sustainable or social requirements
  • Site-wide insurance is to be used
  • But consultants, contractors and suppliers will be required to take out individual Professional Indemnity cover
  • Collateral warranties will be obtained from contractors, suppliers and consultants
  • Materials will be sourced from suppliers deemed to be ethical
  • Whole life costs will be taken into account
  • Procurement is be based on quality as well as cost factors
  • The construction of different venues and infrastructure schemes will split into individual projects
David Higgins, ODA chief executive said:

"The ODA faces the challenge of delivering the new venues and infrastructure in a sustainable way for the Games and the Legacy on time and to agreed budget. To do this, it will need to procure and manage the delivery of goods and services in a way that enables it to deliver in a cost effective way, to benefit from the innovation and creativity of its suppliers and to help realise the aspirations and commitments set out in London's bid and Olympic vision. We also need to ensure we procure in a sustainable and environmentally responsible way."
