The transfer to Cross Keys Homes will take place on 1 September next year.
Cross Keys is now advertising for a chief executive, to be paid more than £90,000, and a resources director.
The council's head of housing strategy ,Ben Ticehurst, said: "The vote exceeded expectations. We were confident of getting a 'yes', but this is a ringing endorsement."
The new association will now set about raising the £472m of funding it needs over the coming 30 years.
Between £10m and £24m is needed in the first 10 years if it is to meet the decent homes target, while £67m-£81m is required to reach the enhanced target in the council's stock survey (HT 10 October, page 12).
Meanwhile North Norfolk council will ballot its tenants on transfer plans for it 4900 homes next year.
