Speaking to Housing Today after the government released further housing PFI guidance, Moody said: "PFI isn't being given a level playing field by the subsidy regime. The government needs to take steps to change it to something more fair and attractive to local authorities. This is something that [new housing minister] Lord Rooker should definitely be looking at."
Paul Langford, assistant director of housing at Leeds City Council, responded angrily to National Audit Office criticism last week of the figures used as the basis of PFI bids.
He said: "It's just a cheap shot – you can say that about any model. The key for me is affordability, and in the past the DTLR models haven't been as robust in terms of affordability as they might have been."
