In a speech on Tuesday at the TUC annual conference, chancellor Gordon Brown ruled out scaling back the use of private companies – including transfer housing associations – to help deliver the government's public-sector targets.

Meanwhile Dave Prentis, general secretary of public sector union Unison, warned that the government would face strong opposition if it chose to abandon national pay bargaining, as was mooted in the last Budget.
