A three-year progress review into the 10-year rent restructuring programme in England has been launched.
The review will gather evidence on the progress made by social landlords in meeting the national rent level target by April 2012.
Social landlords are being encouraged to set their rents within 5% of the rent levels set by a national formula that reflects property size, location and condition.
The restructuring programme is designed to change the current system whereby rents charged by social landlords for similar properties in the same area can vary by as much as 50%.
The report is due for completion by April 2004.
After consultation, any changes justified by the evidence are to be put into effect by April 2005.
